Dear Mr. Palladino:

I am writing to voice my deep concern about the amount of red t~pe involved in the licensing of nuclear power plants and to inquire if any steps are being taken to reduce the delay time.

As a lifetime resident, of Broward County, Florida and cus-tomer of Florida Power and Light Company, I have personally witnessed the alarming increasing cost of oil-generated electricity. I do believe Florida Power and Light is making eyery effort to reduce the cost to the customer by generating more electricity by nuclear power.

These efforts, though, gre in vain when government regulations become so overwhelm-ing.

Florida Power and Light Company's St. Lucie Nuclear Unit Number Two is expected to be completed by November of 1982.

The fact that the Nuclear Regulatory Commission will not make its final inspection for an operating license until December of 1983 is unconscionable beyond belief.

At a cost. of

$1,000,000 more per day to generate power with oil as opposed to nuclear power, the total additional cost to the consumer will be about

$390<000,000.

How does the N.R.C. justify this?

No one has ever died from a nuclear powex'lant accident.,

I understand it takes ten years and literally tons of paper from start to finish to get a nucleag. power...plant.

on the line in this country.

The Japanese do,it in four;years.

My husband and I fall in the middle-income bracket and that is not likely to change in the near future.

We both work to support our household which includes two children.

I am truly concerned that it won'0 be too many years befoxe electricity will become a luxury afforded only by the wealthy.
