In accordance with 10 CFR 50.30, Florida Power 8 Light Company submits herewith three signed originals and forty copies of a request to amend Appendix A of Facility Operating License DPR-67.
On May 14, 1980, Florida Power 8 Light Company was informed by its NSSS vendor that operation in Mode 5 (Cold Shutdown) with a partially drained Reactor Coolant System (RCS) had not been analyzed for the boron dilution event.
The effect of a reduced RCS water volume was a shorter predicted time to criticality, and therefore less time for operator action to terminate the transient, assuming a shutdown margin of lg a, k/k at the beginning of the event.
The event description and corrective actions were described in Reportable Occurrence 335-80-27 dated May 21, 1980.
In accordance with recommendations from the NSSS vendor, plant operating procedures have been revised to:
increase the shutdown margin to
> 2.0$ z k/k thereby ensuring at least 20 mi,nutes for operator action before criticality, and 2.
preclude operation with more than two charging pumps wt>en the RCS is partially drained in Node 5.
Revision of Technical Specification
- 3. 1. 1.2 to incorporate the conservative limitations described above will complete the corrective action required to close out Reportable Occurrence 335-80-27.

Information is added to support the Mode 5 change described in Speci fi ca tion 3.1. 1.2.
This has been determined to a Class III Amendment in accordance with 10 CFR 170.22.
A check for the amount of $4,000 is enclosed.
The proposed Amendment has been approved by the St. Lucie Facility Review Group and the Florida Power 5 Light Company Nuclear Review Board.
