APPENDIX A NOTICE OF VIOLATION Florida Power and Light Company St. Iucie Unit No.
1 License No. DPR-67 Based on the NRC inspection June 9-19, 1980, certain of your activities were apparently not conducted in full compliance with NRC requirements as indicated below.
These items have been categorized as described in correspondence to you dated December 31, 1974.
As required by 10CFR50.72(a)(3),
licensees are required to notify the NRC Operations Center as soon as possible and in all cases within one hour'of any event that results in a nuclear power plant not being in a controlled or expected condition while operating or shut down.
Contrary to the
- above, on June ll, 1980, during a natural circulation cooldown:
(a) St. Iucie Unit No.
1 formed a
steam bubble in the reactor head area; (b) Indications of this phenomenon began to be seen about 6:30 a.m.
and continued throughout the morning; (c)
The plant operators recognized that the plant was not in an expected condition by about 8:00 a.m.
and (d)
The NRC Operations Center was not notified until after ll:00 a.m.
This is an infraction.
