Docket No. 50-389 OL ORDER RELATIVE TO LETTER FROM HELEN SHEA WELLS Regulatory Commission.

The letter stated that it was a "petition" with reference to the operating license of St. Lucie Nuclear Power Plant, Unit 2.

The letter recited "seven points" to show how she and Hutchinson Island Coalition would be affected by the "proceedings."

On April 15, 1981, the NRC Staff stated that the letter "appears to be a petition for leave to intervene on her own behalf and on be-half of the Hutchison Island Coalition."

The Staff also pointed out that the interest of the Hutchison Island Coalition should be clarified.

On April 16, 1981, Florida Power and Light (FPL) raised a more fundamental question based on the language in Ms. Wells letter.

FPL is not convinced that it is a petition to intervene but suggests it DOCKETFJ7 USNRc Q

On March 23,

1981, Helen. Shee Hells wrote a letter to the Nuclear 81 0 4 p p p rgb may be simply a letter requesting information from,the Staff on the evacuation plans.

The Board at this time does not consider the letter of March 23,

1981, on the merits but considers it appropriate to inquire as to the intent of Ms. Wells and the Coalition.

Is it your intent to seek in-formation f'rom the NRC Staff on safety and environmental issues or is it your intent to petition for status as an Intervenor in an evidentiary proceeding?

It is this 28th day of April, 1981 ORDERED That Helen Shea Wells respond within ten'(10) days to the 'above question.
