The point of the Conference seemed to be to influence Florida Power 8'ight to accept a substation connection scheme that would give the City the benefits ox the. contracted for arrangement, but permi-the City to defer or save permanently the cost of a transmission line and" switching station-3:t seemed to me that if'he emporary connection was made permanent and connected for paralle3. operation, the con-tracted. for plan would be permanent3.y'bandoned and there would be pressure to place the futux'e 3.38/S9.

The follovring.is a suaunarication of Mr. Set'le's rema&,s:
