I am sending it to you for your information.

Ihe sit-uation here has been one of frustration for as long as eight years.

Recently, we have elected two new commissioners who are more sympathetic to our aims but they are two against three and by the time others are elected the damage will have been done.

I am also enclosing one of the bull'-'tins I send to directors of the coalition which will show you that the lack of any services is the main complaint.

Will you please find out wnether or not there are any restrictions about building so close to a nuclear power plant2 All of this development is taking place withing six miles of such a plant. It would seem prudent that the 5RC would have some such re-strictions.

BULLETIN HUTCHINSON ISLAND COALITION December 7,

1980

Dear Director:

We made a good beginning at the December first meeting of the St. Lucie County Commission courthouse.

Your support was very valuable and I appreciate the work you have done that enabled me to present 800 signatures to the commissioners at that meeting.

L intend to keep up the pressure until we get the answers we want.

I have had calls from individuals who live in Atlantis asking what they can do to help.

The answer is to keep writing the Board of Commissioners at the St. tucie County court-house until we snow them with letters)

Here is what has been done since our December first meeting:

Another letter was written to the Board of Comm-issioners asking again for their answers to our demands for fire, sewage treatment studies,

police, ambulance, another bridge and information about disaster control in the event of a nuclear accident.

A letter was written to the Treasure Coast Planning Council asking for their help.

Contacts have been set up <<ith various reporters to get a coordinated effort in presenting our story.

On February 14, 1980, the Atomic Safety and Licensing Appeal Board referred a motion, which you'iled on behalf of the St. Lucie Unit 2 intervenors, to me for consideration as a request for action under 10 CFR 2.206.

Your motion requested consideration of environmental consequences of Class 9 accidents

I have considered your requests for patticular action with regard to the ComissionIs recently issued revised interim guidance on severe accident considerations.

For the reasons set forth in the enclosed "Director's Decision under 10 CFR 2.206", your motion has been denied.

I R copy of the decision will be placed in the Commission's Public Document Room at 1717 H Street, N. M., 'Hashington, D. C. 20555, and in the local public document room at the Indian River Cotrmunity College Library, 3209 Virginia Avenue, Ft. Pierce, Florida.

A copy will also be filed with the Secretary for the Commission's review in accordance with 10 CFR 2.206(c).

I have also enclosed a copy of' notice that is being filed for publication with the Office of the Federal Register.
