St. Lucie Unit 1 Docket No. 50-335 Proposed Amendment to Facility 0 eratin License DPR-67 In accordance with 10 CFR 50.30, Florida Power 8 Light Company (FPL) herewith submits three (3) signed originals and forty (40) copies of a request to amend Appendix A of Facility Operating License DPR-67.
The proposed amendment is being submitted to correct Technical Specifica-tion 3/4.9. 14 and its Bases due to an error in the fuel pool cask drop analysis on which it was based, as was reported in License Event Report 335-78-25 on July 24, 1978.
As discussed with Mr. Chris Nelson of your Staff, the amendment was not submitted in October, 1978 as originally intended due to a hold placed on the amendment prior to submittal.
That hold no longer exists.
FPL has been operating in accordance with the more conservative requirements of the proposed amendment since the analysis error was reported.
The proposed amendment is shown on the attached Technical Specification pages bearing the date of this letter in the lower right hand corner.
Pa e 3/4 9-16 The number of fuel assemblies is modified such that the specification applies to all fuel assemblies in the pool rather than the 217 assemblies nearest the fuel cask compartment.
The required decay time for fuel assemblies in the pool is modified to require a decay time of 1180 hours0.0137 days <br />0.328 hours <br />0.00195 weeks <br />4.4899e-4 months <br /> for normal 1/3 core off loads and 1490 hours0.0172 days <br />0.414 hours <br />0.00246 weeks <br />5.66945e-4 months <br /> following discharge of more than 1/3 core.

FPL has determined that this is a Class III amendment in accordance with 10 CFR 170.22.
A check in the amount of $4,000 is enclosed.
The proposed amendment has been reviewed by the St. Lucie Plant Facility Review Group and the Florida Power and Light Company Nuclear Review Board.
They have determined that the proposed change does not involve an unreviewed safety question.
