1 Construction Permit No.: CPPR-144 I.
Pursuant to a Decision issued by the Atomic Safety and Licensing Appeal
- Board, dated July 30, 1980, the Nuclear Regulatory Commission hereby issues Amendment No. I to Construction Permit No.
CPPR-144 by adding the foIIowing paragraph:
3.H.
The total loss of ac power shall be considered a design basis event for the St. Lucio Plant, Unit 2.
The Final Safety Analysis Report shall include an analysis which demonstrates the ability of the plaIIt in its final design to be safely controlled through suclI an event.
(The analysis may assume that ac power at least equivalent to the output of a single emergency diesel wi11 be availabIe at the end of a reasonable period.)
The Final Safety Analysis Report shall also include in detail, the training programs and procedures for station operation during a blackout transient and for restoration of ac power.
2.
This amendment is effective as of its date of issuance.
