FITZPATRICK I, Robert G. Fitzpatrick, being duly sworn, do depose and state:

I am an electrical engineer and a senior member of the Power Systems Branch of the Nuclear Regulatory Comnission.

My professional qualifications are part of the record in this proceeding following Tr. 624.

In its May 2, 1980 submittal, Applicant identified five categories of recorded failures encompassing 23 failure events.

The categories are as follows:

1.

Reverse Current Trips 2.

Failure to Synchronize with a Loaded Bus 3.

Successful Start and Loading - Low Output 4.

Troubleshooting/Maintenance 5.

Turbocharger Breakdown 3.

The Applicant provides a brief basis for not counting the described failures in determining the demonstrated overall reliability of the two diesel generators.

Criteria for determining valid tests and failures are set out in Section C.2.e. of Regulatory Guide 1.108, "Periodic Testing of Diesel Generator Units Used as Onsite Electric Power Systems at Nuclear Power Plants."

For the convenience of the Board and parties, we attach a copy of Regulatory Guide 1.108.

Failure categories 1 and 2 are covered by Section C.2.e.(2) and are, there-fore, not countable.

Failure category 3 is covered by Section C.2.e. (3) and is thereby considered a successful test rather than an invalid failure as stated by the Applicant.

Failure category 4 is covered by Section C.2.e.(4) and as such is also not countable.

Failure category 5, relating to turbochar ger breakdown, has already been concluded by the staff to be not countable.

We agree with the Applicant's basis for not counting categories 1, 2, 4

and 5.

Kad the Applicant counted category 3 as a successful test in accor-dance with Regulatory Guide 1.108, this would have very slightly improved the already provided reliability numbers for the Unit 1 diesel generators.
