2 On February 14 and 15, 1980 members of the NRC staff (the Caseload Forecast Panel) met with the applicant at the St. Lucie site to review the bases for the Unit 2 construction schedule.

Attendees at the meeting are given in Enclosure l.

The agenda of the meeting is given in Enclosure 2.

The applica'nt described the plant construction status and schedule.

Enclosure 3

is a sugary of the monthly production report for the period ending January 31, 1980.

As of January 31, 1980, construction was approximately 35K completed.

After touring the plant and conducting discussions with the applicant, the staff panel concluded that in its opinion the St. Lucie Plant, Unit 2 would not be ready to load fuel no sooner than November/December 1983.

This estimate is based on the following considerations:

1.

The setting of the reactor vessel is now scheduled for October 1980.

The industry median from this milestone to fuel loading, is 47 months.

2.

Comparison of this project to others (Palo Verde, San Onofre, Callaway, and 'Haterford).
