Dear Mr. Scherer:

Recently the coarse mesh neut'ronics nodal code ROCS has been employed in CE reload safety analyses.

To date the only information we have received on ROCS is in the form of responses to requests for additional information on reload applications plus a few short articles in the literature.

With this limited information it is difficult'for us to assess the correctness of the uses CE is putting to ROCS.

Therefore, we request that CE submit a topical report on the POCS code.

This topical report should discuss the following subjects:

1.

A theoretical development of the ROCS neutronic methodology including all neutronics equations solved by ROCS, 2.

A description of all benchmark comparisons of ROCS with other codes and with experiements.

3.

An assessment of the uncertainty in parameters computed by ROCS based on the benchmarks of (2) above.

4, A description of all ROCS calculations being performed in reload safety analyses.

5.

An estimate of the uncertainty of ROCS parameters for all safety analysis parameters of (4) above.

6.

A description and justification for the criteria used by CE to determine whether to compute reload safety parameters using PDg or ROCS.

There criteria should be stated concisely and in numberical terms.

7.

A description of possible additional future uses of ROCS in reload safety analyses.

8.

A description of all planned uses of ROCS in new plant safety analyses.

If it seems more appropriate you may wish to instead discuss items 4, 5, 6

and 7 above in the reload methodology topical report which we recently re-quested from you.

Until this ROCS topical report is reviewed and approved by us, it is our position that we will not approve an increase in the scope of ROCS usage over that which has appeared in reload applications to date, Me believe that you can prepare a

ROCS topical report within a few months.
