f<r. John T. Carmody, Jr., requested that we respond to your concerns over the. safe operation of the St. Lucie plant.

You requested that we review the St. Lucie plant with respect to precautions which would prevent in accident similar to'he Three tlile Island Unit No. 2'(TNI-2) accident.

We share your concern over preventing a similar accident at any other nuclear'lant and. therefore, initiated comprehensive reviews of all licensed pressurized water nuclear power plants soon after the accident at THI-2..

All licensees of pressurized water reactors, including't. Lucie Unit No. 1, have been required to review and/or modify their facilities in accordance with specific requirements such as NRC Bulletin No.79-06B (Enclosure Ho. 1).-

Florida Power 8 Light (FPL) letters.'(Enclosures Hos. 2, 3 5 4) respond to the NRC bulletin..

Our'valuation of the FPL response indicates that the actions taken by FPL demonstrate an understanding of the salient concerns arising from the THI-2 accident as it related'o St. Lucie operations.

FPL actions also provide added assurance for the protection of the health and safety of the public during plant operations.

s Me are continuing our review of the FPL response to our bulletin and the implementation of the requirements at St. Lucie.

We wil.l provide our findings and safety evaluation (SE) report to you when it is available.

We estimate that our SE and findings will be complete by August 30, 1979.

Other safety reviews'-;of St. Lucie Units Hos.

1 and 2 relative to the THI-2 accident are, also, being conducted by the NRC.

Any required changes deter-mined by our review>s will be implemented at bytQiyjQ~ St. Lucie Unit NO.

2 is, as you know, now under construction.

The V. S. Nuclear Regulatory Commission (the Commission}

has issued Amendment No. 32 to Facility Operating License No.

DPR-67 issued to Florida Power 8 Light Company (the licensee),

wliich revised the license and its appended Technical Specifications for operation of St. Lucie Plant, Unit No.

1 (the facility), located in St. Lucie County, Florida.

The amendment is effective as of its date of issuance.

This amendment revises the Technical Specifications to incorporate changes I'esulting from Cycle 3 reload fuel,- and deletes a license requirement for i

neutron shielding which has been satisfactorily completed.

The applications for the amendment comply with the standards 1

and requirements of the Atomic Energy Act of 1954, as amended (the Act),

and the Commission's rules and regulations.

The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.

Prior public notice of this amendment was not required since the amendment does not involve a significant hazards consideration; The Commission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR Section 51.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with the issuance of this amendment.

The amendment revises Appendix B Administrative Controls of the Technical Specifications, deletes certain environmental monitoring requirements and authorizes a 2'F increase in the temperature of condenser coolinq water.

The applications for the amendment comply with the st'andards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations.

The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.

Prior public notice of this amendment was not required since the amendment does not involve a significant hazards consideration.

The Coranission has prepared an environmental impact appraisal for this action and has concluded that an environmental impact statement is not warranted because there will be no environmental impact attributable to the action other'han that which has already been predicted and described in the Cormission's Final Environmental Statement for the facility dated June 1973.
