'-=CPa.te l REl liot CMoore BDavis, RIII Thank you for your letter of February 6, 1991, concerning the

~I u c 1 ear Reg u 1 at or y Co mm i s s i on ' s ( N RC ' s ) overs i g ht of the Zion r:uclear Power Station.

The Commission appreciates both your interest in nuclear power plant safety and your expressions of support for our efforts to improve the operational performance of the Zion Station.

As you may be aware, the NRC evaluates the performance of all cperating nuclear power plants on a semiannual basis to identify those plants that warrant increased regulatory attention.

During its most recent semiannual review, the NRC staff determined that, based on opera*ti"on*a-l*perf'o,rma,n**ce*weaknesses* id-entTf.fed durfri_g.

special team inspections at the Zion facility, the plant should be added to the list of facilities authorized to operate but warranting increased NRC attention from both our headquarters and regional offices.

~lthough no significant iafety concerns were identified, the NRC is closely monitoring Commonwealth Edison Company's corrective action programs and efforts to ensure that they are being effectively implemented and the desired results achieved.

In addition to the three full-time resident inspectors assigned to*

the Zion site, the NRC has recently established a review team of headquarters and Region III management and staff to periodically assess Zion's performance and to provide recommendations to senior

~RC officials regarding future act1v1ties at the site.

We will be pleased to keep you informed of any significant changes in our assessment of the operational safety at the Zion Station.

Sincerely,

~-:ilb~-~
