Company's Quality As~urance Progra~. req~ires, in part, that activities affecting qualit~ shall be prescribed by documented i.nstructions, procedures, or drawings, of a type appropriate to the circumstances, Contrary to the above; between June 3,*19S8 and January 23, 1991, Dresden Instrument 'surveillance (DIS) Procedure. 500-9, "Reactor Protection System (RPS) Functional Response Tim*e Tests, 11 was inappropriate to the circumstances in that actions ~ere d~line~ted whi~h failed to adequately measure RPS response times from the opening of the sensor contacts, up to and including the opening of the trip actuator contacts.as required by Technical Specification 3.1.A.
