NOTICE OF*VIOLATION Conunonwea*1 th Edi son Company Dresden Nuclear Power.Station Docket Nos. 50-237; 50-249 License Nos. DPR-19; DPR-25 During an *NRC inspection conducted 6n Nov~mber 17 through December 29, 1990, violations of NRC requirements were identified.

In accofdance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," -.

10 CFR Part 2, Ap~~ndix C (1990), the viol~tions are listed below:

Section III.J. of 10 *CFR Part 50, Appendix R, requires emergency lighting units with at least an e hour battery power supply to be installed in all areas needed for operation of safe* shutdown equipment and in access a.nd B.

egress routes thereto.

Technical Specification Section 6.2, entitled "Plant Operating

  • Procedures," requires procedures that detail the Fire Prote~tion Program Implementation, be prepared, approved arid adhered to~

Contrary to the ab.ove*, the licensee did not.adhere to Dresden Electrical Surveillance (DES) 4153-02t "Emergency Lighting Monthly Inspection,"

Revision 0, Sectio~ I.d.(lJ, in that distilled water was not added to the emergency light when the electrolyte.level was identified on October 29, 1990, below the* fill line as required by the _procedure.

This is a severity level IV violation (Supplement I).

10 CFR 50.72tb)(2)(ii) requires the NRC to be notified within.four hours

  • of the occurrence of any _event *or condition that* results in manual or automatic actuation of any Engineered Safety Feature (ESF).

Contrary to 'the above~ the une~pected closure of several Unit 2 Group II primary containment isolation valves.upon lifting of an electrical lead during post-maintenanc~ tes~ing on_ December 8, 1990, constituted an*

automatic actuation of an ESF ~nd the NRC was not notified of the occurrence.

This is a severity level IV violation (Supplement I).
