Commonwealth Edison Co~pany <CECo) hereby submits for NRC Staff review and approval the licensing topical report titled "Commonwealth Edison Company Topical Report - Benchmark of BWR Nuclear Design Methods, NFSR-0085, Revision

This topical report summarizes the nuclear analysis methods employed by CECo, based on General Electric <GE> approved methodology, and 1s being submitted in support of reload nuclear design analyses for its Dresden, Quad Cities, and LaSalle County Stations; A supplement to this topical report is scheduled to be issued in March 1991.

This supplement will:

l) provide detailed comparisons to the Quad Cities Unit 1 assembly and pin gamma scan results; and 2) describe the'means by which the neutronic methods will be used for the analysis of abnormal neutronic events. Comparisons to vendor results for these events will be included in this supplement.

CECo has two fuel vendors for its three BWR stations:

GE is the fuel supplier for Quad Cities and LaSalle County Stations; and Advanced Nuclear Fuels <ANF> is the fuel supplier for Dresden Station.

Due to the differentes between the GE and ANF neutronic methodologies with respect to the Critical Power correlation.and the associated uncertainties, CECo is currently not planning on using the GE.methods described in the attached topical report for neutronic licensing calculations for Dresden Station <which has ANF-supplied fuel).

However, CECo may utilize the GE steady-state neutronic methods for Dresden fuel management and operational support analyses as outlined in Table 1-1 of the attached topical report. A similar topical report for Dresden Station, which will be based on ANF's most recently approved neutronics methodology, is scheduled to be submitted to the NRC in early 1992.

The scope of this topical report will include both fuel management and neutronic licensing calculations for Dresden Station.

  • December 12, 1990 CECo believes that licen~ing our capability to perform Reload Nuclear Design and Safety Analyses is critical in efforts to develop and maintain excellence in the area of engineering and techntcal support for our Nuclear Stations.

The NRC has encouraged utilities to perform such analyses and expects CECo to perform as an industry leader in this area.

This BWR submittal is the latest element of CECo's overall program to perform nuclear analyses in-house.

At this time, CECo has completed more than twenty nuclear designs for our PWR reloads, and has submitted topical reports in support of the PWR safety analysis methods which we hope to apply to analyses of record within the next year.

CECo plans to begin using the BWR neutrdnic methods described in the attached topical report as the analyses of record for LaSalle Unit 2 Cycle 5, which is scheduled for start up in April 1992.

To support th1s effort, CECo is requesting approval of the topical report, and its planned supplement, by December 1991, as indicated in previous discussions with B.L. Siegel and L.
