CLARIFICATION OF NRC STAFF POSITION ON HYDROGEN MITIGATION REQUIREMENTS RELATED TO 10 CFR 50.44 - DRESDEN AND QUAQ CITIES NUCLEAR POWER STATIONS (TAC NOS~ 56579, 56580, 55148 AND 55149)
I~*a letter dated November ~' 1990, the NRC staff provided a response to General Public Utilities (GPU's) July 17, 1989 letter requesting a staff position on compliance by BWR Mark I plants with the hydrogen mitigation requirements in 10 CFR 50.44. A copy of the.November 6, 1990 letter, along with enclosures which contain the staff's position, is provided as Enclosure 1 to this letter.
It is requested that after you review this information, the meeting that was proposed by the staff in a letter from Mr. Gary H. Holahan (NRC) to Mr. Cordell Reed (CECO) dated May 3, 1989, be rescheduled.
The purpose of this meeting is to review the current status of combustible gas control at the Dresden and Quad Cities Stations. It is our intention to resolve this issue and either prepare a safety evaluation accepting the existing plant designs and/or planned modifications or issue an order requiring compliance with 10 CFR 50.44.
The meeting agenda (Enclosure 2)'is the same as the one proposed by the staff in the May 3; 1989 letter, except that the staff has addressed Item III (Air-CAD System) in Enclosure 1 to this letter.
We propose that the meeting be held as soon as possible, but no later than 60 days from receipt of the letter.
If you have any questions regarding this issue or the meeting schedule, please contact Byron Siegel, Project Manager (Dresden) or Leonard Olshan, Project Manager {Quad Cities).
We will contact you by telephone to make final arrange-ments for the meeting a~d to finalize the proposed agenda.
