In response to the Target Rock *safety Relief Valve opening which led to a*

manual scram of Dresderi Unit 2 oiAugust 2, 1990, a telephone conversation between E. G. Greenman of this office and D. Galle of your staff was held on Aug~st 3, 1990.

From this call the elements of ou~ ~nderstanding bf your actions to investigate this event were outlined in CAL-RIII-90-014.*

A subsequent conference ca 11 was conducted on August 5, 1990.between W, Forney of this office and J. Eenigenburg of your staff to review the status of your investigation and discuss Unit 2 startup~

• Based on this ccinversation, we agree that the actions you were taking sati~fy the requirements of the CAL and

• therefore, concurred with your decision to startup the unit.

As specified* *in*

• the CAL, we understand that you will submit to NRC Region III a report of your findings and conclusions, iricluding:the root cause *analysis of the valve*

failure~

Accordingly, the CAL (RIII-90~014) dated August 3, 19.90, *is terminated.
