RECEIPT OF NUCLEAR ENERGY INSTITUTE DRAFT TECHNICAL REPORT NEI 16-07, REVISION A, IMPROVING THE EFFECTIVENESS OF ISSUE RESOLUTION TO ENHANCE SAFETY AND EFFICIENCY

Dear Mr. Pollock:

The U.S. Nuclear Regulatory Commission (NRC) received your letter dated May 31, 2017 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML17152A242), and the subject draft technical report (ADAMS Accession No. ML17152A245). In your letter, you stated that draft technical report is consistent with NRC requirements, that the Nuclear Energy Institute (NEI) submitted the draft to NRC for information only, and that NEI does not plan to seek NRC endorsement for the final report. As such, the NRC is not currently engaged in a formal review.

The NRC staff understands that NEI 16-07 is intended to provide guidance and standardization for improving the effectiveness and efficiency of licensee corrective action programs and other processes that are used to identify, track, and resolve problems. In addition, you stated that NEI 16-07 is intended to improve the ability of the nuclear power plant workforce to identify and address problems consistent with NRC regulations and in accordance with licensee quality assurance programs.

NEI has invited NRC staff to attend NEI-led information sessions to brief industry personnel on the approach to issue resolution described in NEI 16-07. NRC staff observed the first two sessions held in Atlanta, GA, on June 20, 2017, and Fort Worth, TX, on July 12, 2017.

The NRC considers an effective corrective action program to be integral to safe nuclear power plant operations and fundamental to the NRCs Reactor Oversight Process. Consequently, the NRC is planning a public meeting to gain a better understanding of NEI 16-07. The meeting will take place at NRC headquarters on August 16, 2017. James Slider, senior project manager in regulatory affairs at NEI, is the NRC staffs point of contact for coordinating the meeting logistics.

Following the public meeting, the NRC will document any concerns identified regarding guidance in NEI 16-07 related to activities under NRC regulatory purview. The NRC will also document any questions, if needed, for your consideration prior to publishing NEI 16-07.
