ColTITlonwealth Edison Company Dresden Nuclear Power Station NOTICE OF VIOLATION Docket No. 50-237 50-249 licenses No. DPR-19 DPR-25 As a result of the inspection conducted on November 27 through December 1.
1989. and in accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions. 10 CFR. Part 2. Appendix C, (1989) {Enforcement Policy)." the following violation was identified:
Technical Specification 4.2.G. requires that the reactor building vent and main chimney SPING low range noble gas monitors be calibrated in accordance with Table 4.2.3.
Table 4.2.3 requires that the reactor building vent and main chimney SPJNG low range noble gas monitors be calibrated once per refueling outage with intervals of not more than once every 18 months.
Contrary to the above, testing performed on the reactor building vent SPJNG during April 1989, and on the main chimney SPJNG during February 1989, did not constitute* an adequate calibration of the SPJNG's low range noble gas monitors in that insufficient noble gaseous activity was present in the effluent to perform the calibrations.
Th.e previous calibrations performed during the fourth calendar quarter of 1987, were adequate.
This is a Severity level JV violation {Supplement JV).
Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation:
(1) the corrective steps that have been taken and the results a~hieved; (2) the corrective steps that will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Consideration may be given to extending your response time for good cause shown.
