Mr. A. Thadani Assistant Director for Systems Gentlemen:
The purpose of this letter is to document our understanding of the results of the April 6, 1989 meeting between NRC and the BWR Owners' Group (BWROG).
on the subject of stability.
The objectives of this meeting were to provide a status report on the BWROG Stability Committee activities related*
to the evaluation of potential long-term solutions to the stability question and to discuss the contents of the March 22, 1989 NRC letter on stability.
The NRC letter and BWROG presentation material are attached for completeness (Attachments 1 and 2).
The major elements of the meeting are summarized below:
- 1) B'WROG Stability Activities The BWROG has devoted a substantial amount of reso~rces in order to identify viable solutions on a schedule consistent with that specified by the NRC.
Also, interim corrective actions are in place to ensure safe operation.
- 2) -1.ong *Term Solutions The BWROG Stability Committee has identified several concepts which will be investigated further.
These concepts include:
o Prevention of stability related oscillations by regional exclusion.
o Prevention of stability related oscillations by regional exclusion with limited controlled bypass.
o Detection and mitigation based on APRM response.
o Detection and mitigation based on LPRM response.
o Utilization of conservatisms in present safety limits.
