FRACTURE TOUGHNESS EVALUATION FOR DRESDEN UNIT 2, JPSAR TOPIC lII-1 (TAC NO. 65176)

The staff has completed its review of the information provided by the Commonwt:alth Ed1sCJn Company (CECo) in letters dated April 20, 1987 and January 6, 1989. These letters were provided to demonstrate that the materials in Dresd~11 2 have adequate fracture toughness.

In our enclosed Safety Evaluation, we havt: concluded that all components rt!viewed as part of SEP Topic III-1, except for the shell side of the LPCI heut exchangers, have adequate fracture toughness.

The materials on the shell side of the LPCI heat exchangers will have adequate toughness if their Lowest Service Temperature (LST) exceeds 77°F.

We therffore request that CECo determin~ whether the LST exceeds 77°F for shell side of the LPCI heat exchanger.

In addition, CECo should identify the operating c;crdit1ons when it does not, the LST during these oper*ating conditions, a.no the design changes necessary so that the LST exceeds 77°F.

  • It is requested that this information be provided within 6 months of the date of tt.i s letter.
