Letter from H.J. Miller (Region III) to c. Reed (CECo) dated February 1, 1989 In response to an NRC request, *Conunonwealth Edison Company (CECO) submitted reference (1) with details of an augmented surveillance program to monitor potential long-term degradation of Butyl rubber insulated cables.
You requested our technical assistance in reference (2) to evaluate CECo's pro9ram as it pertained to previous NRC concerns with environmental qualification {EQ) of Butyl rubber and compliance with DOR guidelines.
On January 12, 1989, NRR
{including our representative from Sandia National Laboratories) met with you and your staff to discuss our findings and reconmendations regarding reference (1) in particular, and EQ of Butyl rubber in general.' Subsequently, you issued reference (3), with NRR concurrence, which provided the NRC's consensus conclusions and recommendations regarding EQ and surveillance monitoring of Butyl rubber.
We understand, from conversations with your staff, that no further technical assistance is necessary at this time*.
Consequently, our work associated with the task interface agreement of reference (2) is complete and this issue is closed.
