NOTICE OF VIOLATION Commonwealth Edison Company Docket No. 50-237.

Docket No. 50-249 As a result of the inspection conducted on July 25 through August 4, 1988, and in accordance with 10 CFR Part 2, Appendix C - General Statement of Policy and Procedure for NRC Enforcement Actions (1988); the following violation was identified:

Technical Specification surveillance requirement 4.8.E.1 requires that.the radiological environmental monitoring samples be collected pursuant to Table 4.8.4. Table 4.8.4 requires that 17 airborne particulate samples be collected and analyzed weekly as specified in the ODCM, 17 airborne radioiodine samples be collected and analyzed biweekly as specified in the ODCM, and monthly composites of weekly collected surface water samples from two locations be analyzed for gamma em.itters.

Technical Specification limiting condition for operation 3.8.E.2 requires that reasons for not conducting the program in accordance with Table 4.8.4 and corrective actions taken to prevent recurrence be reported to the Commission

  • in the Annual Radiological Operating Report
  • Contrary to the above requirements, for the first two quarters of 1986 the licensee analyzed only six airborne particulate samples per week, analyzed only six airborne radioiodine samples biweekly, and collected weekly surface water samples and analyzed a monthly composite from only one location.

Although analyses were not performed as required in 1986, the licensee failed to report this problem and corrective action taken.

This is a Severity Level IV violation. (Supplement IV).

The inspection *showed that action had been taken to correct the identified violation and to prevent recurrence. Consequently, no reply to the violation is required and we have no further questions regarding this matter.
