Dresden Station Units 2 and 3 Testing of Mobil Grease NRC Docket Nos. 50-237 and 50-249 Reference (a): Letter from Cordell Reed to v. Stello, Jr.

dated January 22, 1988 transmitting CECo Response to NRC Diagnostic Evaluation

Dear Mr. Murley:

In Reference (a), Commonwealth Edison (CECo) indicated our expected schedule (April, 1988) for receiving the Environmental Qualification (EQ) Test Report for Mobilux-EPO grease, which is used in Limitorque actuators.

This program is a generic developmental effort initiated by Mobil Oil Co. to further test their products for nuclear industry applications and therefore involves multiple utilities.

The program has unfortunately experienced several delays with Mobil changing the report schedule from early 1987 to October 1987 to April 1988.

Most recently, Mobil has projected October 1988 for testing completion.

Thus far, we have reluctantly continued participation in the Mobil Test Program because of their expertise in the field.

At this point, since we are not in control of the testing schedule and since it is prudent to complete this testing as soon as possible, CECo has decided to contract Wyle Labs to conduct an EQ test specifically for us.

We expect to commence testing by June 1, 1988 and issue a final Test Report by the end of October 1988.

To assure the operability of our Limitorques in the interim, we have performed an operability evaluation for use of the Mobil lubricants, in addition to the qualification documentation that is in place.

The operability evaluation concluded the following:

T.E. Murley* May 31, 1988 Mobilux EPO, EPl and EP2 greases are acceptable for use in the Liinitorque main gear case and Mobilgrease 28 is acceptable for use in the Limitorque geared limit switch from the standpoint of mechanical and thermal properties.

Radiation qualification of the Mobilux EP grease is acceptable based on similar lithium based greases.

Radiation qualification of the Mobilgrease 28 is acceptable based on manufacturer's tests on similar lubricants.

Although mixing of greases is not recommended, this will not have any affect on the operability of the Limitorque in the performance of its safety functions.

Therefore, interim use of the these Mobil lubricants is considered to be acceptable until the CECo initiated testing by Wyle and the Mobil generic testing are completed.
