NOTICE OF VIOLATION Commonwealth Edison Company Docket No. 50-237 As a result of the inspection conducted on January 30 through March 17, 1988, and in accordance with the General Policy and Procedures for NRC Enforcement Actions, (10 CFR Part 2, Appendix C), the following violation was identified:
Dresden Technical Specification 3.3.B.l.b requires that any control rods found to be decoupled shall either be recoupled or be declared inoperable~
fully inserted and the control valves electrically disarmed!
Contrary to the above, while performing Dresden Operating Surveillance (DOS) 300~1, "CRD*Weekly Exercising," on February 21, 1988, Unit 2 Control Rod Drive (CRD) E-9, which had been electrically disarmed on May 8, 1987, in accordance with outage II-1047, was found to be electrically armed.
No out-of-service card was found hanging in the area of the Hydraulic Control Unit (HCU) for E-9.
The a$sociated master out-of-service tag_was found placed in its correct location. As corrective action, the electrical leads to the ASCO solenoids were immediately pulled to electrically disarm CRD E-9 and an associated
. out-of-service tag was rehung on the HCU *
. This _is a Severity Level IV violation (Supplement I).
The inspection showed _that action had been taken to correct the identified violation and to prevent recurrence (Paragraph 3.b.). Consequently, no reply to this violation is required and we have no further questions regarding this matter.
