- DRESDEN STATUS REPORT FOR THE PERIOD SEPTEMBER 25 -
OCTOBER 9, 1987 Enclosed is the Dresden bi-weekly status report from the NRC Resident Office at Dresden.
The NRC resident staff {made up of nine (9) individuals including
- one (1)* from AEOD) and two (2) region-based inspectors monitored activities at the plant during the report period.
These status reports are intended to provide NRC management and the public with an overview of plant activities and NRC inspection activities.
Subsequent inspection reports will address many of these topics.in more detail.

DRESDEN 2 & 3 STATUS REPORT FOR PERIOD SEPTEMBER 25 THRU OCTOBER 9, 1987

PLANT STATUS:
A.
Unit 2 On October 9, 1987, as of 2:30 p.m. (CDT), the unit was operating at 90% power.
B.
Unit 3
. On October 9, 1987, as of 2:30 p.m. (CDT), the unit was operating at 55% with the feedwater system performance testing completed on October 8, 1987.

Programs Initiated Operating between 90 and 100% power with several load drops and increases at the request of the Load Dispatcher.
Operating between 60 and 95% power for Phase I (Feedwater Regulating Valve Tuning) section of the feedwater system performance testing.
Reactor scram due to personnel error.
R:actor startup and criticality at 1.00 p.m. (CDT).
Operating between 15 and 100% power for feedwater system performance testing (completed on October 8).
Operating at 55% power.
.On October 5, the licensee initiated a new organizational position, Superintendent of Performance Improvement, with responsibilities of integrating and focusing the various licensee initiated improvement programs.

ITEM OF SPECIAL INTEREST A.
Unit 3 Feedwater System Performance Testing On October 8, 1987, the licensee completed the post modification testing of the modified Feedwater Regulating Valves' (FRV) pneumatic operators.
The testing was successful in verifying FRV operators' performance over the complete operating range.
The testing did not result in the generation of significant feed system oscillations or instabilities. The resultant data is currently under review.
B.
Manipulation of Mechanisms (Other Than Controls) Which May Affect Reactivity A Preliminary Notification was issued on October 2, 1987, documenting an occurrence on September 4, 1987, where a non-licensed Nuclear Engineer had manipulated the Control Rod Drive System under direction of the licensed Nuclear Station Operator. This event was reviewed by the Region and licensee management, which resulted in instructions issued by the licensee on meeting the requirements of 10 CFR 50.54 and 10 CFR 55.3.

BI-WEEKLY STATUS REPORTING This is the fourth bi-weekly status report. The next reporting period will be October 9 through 23, 1987.
The report has been condensed in s~ope compared to. previous reports du~ to feedback that too much effort was being devoted to preparation of this report.

NRC STAFF ACTIVITIES DURING THE PERIOD A.
NRC Resident Staff During this period the staff was comprised of the Acting Senior and Resident Inspectors and seven other inspectors including one Headquarters individual.
The staff observed the Unit 3 Feedwater System Performance testing in its entirety and corrective actions during the reactor scram.
The staff also conducted routine program inspections on Unit 2.
B.
Regional Staff Regional based inspectors conducted two inspections during this period regarding corrective actions to previous findings on quality assurance and the licensee's response to IE Bulletin 85-03.
