Gary Holahan, Assistant Director for Regions III and V Division of Reactor Projects - III IV, V and Special.Projects CONCERNS RELATED TO THE DRESDEN UNIT 3 DRYWELL EXPANSION GAP FIRE_ OF JANUARY 20, 1986 (TIA-86-10.B, TAC 60987)

This fs in response to your February 10, 1986 memo and the August 7, 1986 memo from C. J. Paperiello.

Region III conducted an investigation of the fire on January 28, 29, and February 7 and 13, 1986.

The Inspection Report dated February 26, 1986, contained a total of 13 open items.

The licensee's response, dated May 6, 1986, addresses the first 12 of those open items.

The last one concerns Emergency Preparedness and the licensee has committed to review that item in the licensee's General Office and respond at a later date.

The 1 i cens:ee further responded to the February 25, 1986 1 etter from NRR on June 5, 1986, with an exemption request.

This request will be responded to separately. /The enclosed Safety Evaluation Report has evaluated the licensee response to the first 12 open items (Nos. 3.a - 3.1) of the Region III Inspection Report.

We find the responses acceptable for all of these items.

We have also considered four additional concerns in a memo from Paperiello to Holahan, dated August 11, 1986.

Three of those concerns were essentially restatements of issues identified in the February 26, 1986 Inspection Report.

The fourth concern was new in that it questioned whether the residue and degraded material left in the expansion gap from the burned polyurethane materi*al has physical characteristics sufficiently altered from those of the original material to now be subject to spontaneous combustion or ignition at the normal ambient operating temperature at the expansion gap of about 135°F.

Our evaluation indicates the licensee should provide more information to resolve this concern (No. 4).

Based on our evaluation to date as summarized above, subject to the resolution of concern No. 4, we have concluded that the licensee needs to make no modifi-cations or changes and that the resolution of items 3g and 3m and concern No. 4 should not preclude the resumption of operation of Dresden Unit 3.

It is essential that the commitment to strengthen safety procedures when doing any hot metal working - including welding and cutting - to Dresden Station be
