SUMMARY

OF MEETING WITH CECO ON PIPING CONFIGURATION VERIFICATION. PROGRAM FOR QUAD CiTIES AND DRESDEN Commonwealth Edison Company (CECo) held-a meeting in Rockville with-NRR* and Region II I staff on Thursday, July 30, 1987 to present and discuss the NUTECH Mark I Piping Config~ration-Verification Program being used at Dresden (2&3) and Quad Cities (1&2). -Meeting attendees are identified in Enclosure 1.

At the time of this.meeting, CECo had completed the second le~el screening of a 11 354 discrepancy di'sposition reports (DDRs) _generated duri_ng -program wa 1 k-downs at' Quad Cities and Dresden.

Of which, only five (plus thirtee.n other inter-related DDRs) were determined to require-formal as~_essment (i.e*.,_ compu.ter code re-analysis of entire piping system model) for verification of Operability/FSAR compliance.

AUG O 5 1987 (i.e. ECCS, RHR, HPCI and Pressure Suppression) are schedul~d for completion between 8/3 and 8/17. All other DDRs are being processed for FSAR compliance using acceptance criteria or tolerances rather than formal assessment.

Approximately seventy of these have already been determined to comply with FSAR allowables (none have failed to comply so far), the rest will be completed by November 9, 1987.

After closed deliberation during the later part of the meeting, the NRC staff came to the following conclusions which were discussed at length with CECo:

o Operability stress criteria are apparently acceptable based on past precedence.

  • o Second Level screening criteria using twice.the values spe~ified in WRC-316 was not an appropriate method.

However, due to advanced stage of the program and near term completion*of FSAR co~pliance

~valuations and operability analysis, these screening criteria *will be *considered acceptable for this specific application only.

o NRR will evaluate NUTECH document CEC-99-017, Revision 2, "Piping Configuration Verification - Operability of FSAR Compliance Criteria" for consistency with accep~ed ~tandards

.and practices.

By August* 14, 1987 an NRC position will be developed addressing applicability of this document.

It was the final NRt consensu~~*that generally, th~ overall Piping Configuration Verification *program appears sufficient *to identify a.nd resolve inadvertent

  • discrepancies discovered between the as-built and as-analyzed Mark I torus attached piping at Quad Cities and Dresden.
