NOTICE OF VIOLATION Commonwealth Edison Company Docket No. 50-237 As a result of the inspection conducted on November 17-20 and December 3, 1986, and in accordance with 10 CFR Part 2, Appendix C - General Statement of Policy and Procedure for NRC Enforcement Actions (1985), the following violation was identified:
Technical Specification 4.6.C.2 requires during reactor startup that a sample of reactor coolant shall be taken every four hours and analyzed for conductivity and chloride content.
Contrary to the above, on July 13, 1986, during Unit 2 startup,.successive reactor coolant samples were collected for analysis at 0820 and 1340, a period of time exceeding the four hour limit by 80 minutes.
This is a Severity Level V violation (Supplement I).
Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation:
(1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid further violations; and (3) the date when full compliance will be achieved.
Consideration may be given to extending your response time for good cause shown.
