Dear Mr. Keppler:

This letter is in response to the inspection conducted by A. G.

Januska and R. B. Holtzman of your staff on January 27-31 and February 4 and 5, 1986, of activities at Dresden Station.

The referenced letter indicated that certain activities appeared to be in noncompliance with NRC requirements.

ATTACHMENT A COMMONWEALTH EDISON COMPANY RESPONSE TO NOTICE OF VIOLATION As a result of the inspection conducted on January 27-31, February 4

  • and 5, 1986, and in accordance with the "General Policy and Procedures for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the following violation was identified:

Unit 2 Technical Specifications Section 6.2.B states:

Radiation control procedures shall be maintained, made available to all station personnel and adhered to.

Contrary to the above, Chemistry Procedure Book No. 35 located in the non-radiological laboratory was not maintained in that on January 30, 1986 (1) it contained Revision 0, dated January 1983, of DCP 1900-2, "Quality Control Program for Chemistry Instrumentation," rather than Revision 1, dated Kay 1985; (2) it contained both Revisions 4 and 5 of DCP 1100-7 "Chloride -

High Range,"; and (3) two 1400 series procedures were filed among 100 series procedures.

CORRECTIVE ACTION TAKEN AND THE RESULTS ACHIEVED The Dresden Chemical Procedure Books, registers numbers 35 and 35A located in the radiological and non-radiological laboratories respectively, were audited on February 6, 1986 to ensure that the proper revisions to all procedures were present.

The discrepancies identified by the NRC inspectors were corrected at that time with no additional discrepancies detected.

CORRECTIVE ACTION TAKEN TO AVOID FURTHER VIOLATIONS This violation and the importance of maintaining accurate and up to date procedure books will be discussed at a Rad-Chem Department tailgate meeting by April 15, 1986.

Also, the Rad-Chem Department will initiate a quarterly audit of the Dresden Chemical Procedures Books registers 35 and 35A.

This item will be added to our surveillance program by April 15, 1986.

DATE WHEN FULL COMPLIANCE WILL BE ACHIEVED Full compliance was achieved on February 6, 1986 when the procedure book deficiencies were corrected.
