SUBJECT:
CLOSEOUT OF NRR LICENSING ACTIVITY RELATING TO THE INSTALLATION OF A LIQUID HYDROGEN STORAGE TANK AT DRESDEN NUCLEAR POWER STATION (TAC 56463)
The NRR staff has been reviewing submittals from Commonwealth Edison Company relating to the installation of a 20,000 gallon liquid hydrogen tank at the Dresden-Nuclear Power Station for use in the Dresden Unit 2 hydrogen ad~ition program.
Recently, however, a letter.dated February 7, 1986 *(copy attached) was sent from R. Bernero, Director of the Division of BWR Licensing to G. H. Neils, Chairman of the Regulatory Advisory Committee of the BWROG for IGSCC Research, indicating that the staff will not conduct;*
a formal review of the "Guidelines for Permanent BWR Hydrogen Water Chemistry Installations." It further stated that licensees may, if they choose, make "the determination of whether or not the hazards associated with the potenti~l ex~losion and fire haz~rds from the storage and use of relatively large quantities of liquid hydrogen... involves any of the three criteria for an "unreviewed safety question defined in 10 CFR 50.59(a)(2)."
The option is therefore now with the licensee.
In view of the above, it is my opinion that the present staff r~view *Of **
- this issue should be terminated a.nd that the associated TAC should be closed. Staff review of such an issue would, of course, be reinitiated if r the licensee requests a review.
