MEMORANDUM FOR:

John A. Zwolinski, Director BWR Project Directorate #1 Division of BWR Licensing FROM:

Roby B. Bevan, Project Manager BWR Project Directorate #1 Division of BWR Licensing

SUBJECT:

SITE VISIT TO DRESDEN STATION FEB 19 1986 Several NRR staff visited the Dresden Station site on Thursday, February 6, 1986 to gather information related to the fire in the wall of the Unit 3 drywell.

We first met with plant and corporate representatives and with Region III representatives and inspectors to discuss the fire and the licensee's response to the fire, and to clarify information regarding the fire that had been provided to NRR.

Following required rad protection training we entered the drywell with NRC inspectors and plant escorts.

We observed the condition of the drywell inner walls, including discolored paint areas resulting from the fire, noted the apparent *lack of structural damage, made measurements and estimates regarding separate discolored paint areas resulting from the fire, and made additional photographs (in addition to those previously made by inspectors and licensee).

We did not enter the area where smoke was first observed and other areas peripherally related to the fire as this would have required additional rad protection training and was not seen as being particularly useful at this stage.

After exiting the drywell, we again met with licensee representatives and inspectors to ~iscuss our observations and to discuss the licensee plan for actions resulting from the fire.

During the course of our visit the licensee and.regional representatives provided us with additional information useful for evaluating the event.

The licensee, working with Sargent/Lundy for engineering support, has drafted a project plan for evaluation of the drywell structure for the effects of the fire. This plan will be made available to us when completed.
