Commonwealth Edison Company Appendix NOTICE OF VIOLATION Docket No. 50-237 Docket No.
50~249 As a result of the inspection conducted on August 13 - August 29, 1985, and in accordance with the General Policy and Procedures for NRC Enforcement Actions, (10 CFR Part 2, Appendix C), the following violation was identified:
Technical Specification 3.12.H.2 states, in part, "With one or more of the above (Auxiliary Electrical Equipment Room) required Halon Systems inoperable, establish a continuous fire watch....
11 On June 26, 1985, five of six ventilation dampers failed to operate properly during a special procedure test. Three of the five ventilation dampers failed in the open position, which would have allowed Halon gas, if discharged, to dissipate through the ventilation ductwork, thereby rendering the Halon System inoperable.
Contrary to the above, a continuous fire watch was not established until five _days after the Halon System had been discovered inoperable.
This is a Severity Level IV violation (Supplement I).
The inspection showed that action had been taken to correct the identified violation and to prevent recurrence. Consequently, no reply to this violation is required and we have no further questions regarding this matter.
