SUMMARY
OF MEETING HELD ON MAY 22, 19.85 The NRC stiff held a meeting with CEtO and Gilbert Associates (CECO's contractor) to discuss issues relatirlg to the placement of liquid propane tanks on the Dresden site for use wi~.h the proposed Mobile Volume Reduction System (MVRS). *A list of attendees i:s enclosed. There were no viewgraphs used during the discussions.
To start the discussions, CECO furnished infonnation relating to the use of the MVRS as follows:

The Department of Energy contract with CECO includes a requirement that the tests at Dresden tead to a proof of moveability of the MVRS.
Gilbert Associates h~s also done engineering studies relating to the use of the MVRS at CECO's Quad Cities, Zion and LaSalle Stations.
CECO's plan is to use the MVRS for only 3 months at each station. It would be~used a minimum of 21 days during those 3 months.

The only interface with norimal site services is use of electricity and water.

The MVRS trail~rs are ~lan~ed to be brought to th~ Dresden site July 1, 1985.
- 4.
Piping is carbon steel with manual valving.
With the above as background, discus~ions of the siting and other parameters relating to the propane storage for the MVRS were held.
CECO gave the elevations of the proposed pad for the propane tanks and of the drainage ditch where liquid propane would probably migrate.
The tanks will not be brought on site until the MVRS trai1ers are set up and will be*
removed immediately after t.he burn is completed.
The nearest safety related structure,; to the proposed pad is the southwest corner of the Reactor Building.
In response to a staff question, CECO reported that the Turbine Building vents are at elevation 561 (Ground-517).
The explosion potenti~l, meteorology and effects of drainage were then discussed and, finally, mitigation possibilities such as the use of more but smaller tanks, berming a~ound the tanks and burial of the tanks were suggested.

- ~n clo~ing, the staff, using staff-developed software, agreed to perform scoping calculations of plume sizes for 250, 325, 500 and 1000 gallon tank failures with and without berms.
When this data is available, further discussions will be held.
