Dear Mr. Denton:

In accordance with the requirements of 10.CFR 50~7l(e),

Commonwealth Edison hereby submits FSAR updates for Dresden, Quad Cities, and Zion Stations.

Although Dresden Unit 2 is included in the NRC's Systematic Evaluati6n Program ~nd, as such, is not subfect to the requirement for an FSAR upd*ate; a common FSAR update has been prepared for Dresden Units 2 and 3.

The updated FSAR'~ have.been prep~red in accordance with guidanoe provided by the May 9, 1980, Fedeial Register Notice and_

reference (a) *. Consistent with that guidance, these updates have been prepared in the original FSAR's format with the original leveU of detail.

No attempt has been mad~ to revise the format or content to conform with the recommendations contained in Regulatory Guide 1.70.

Commonwealth Edison has* made every effort to identify all relevant information for this third update including all modifications to the facility as described in the FSAR that have been made since the last submittal (Reference b).

In our judgment, the updated FSAR's accurately reflect as-built conditions of the units within a maximum of six months prior to this date.

All changes requiring NRC approval have been reviewed by the NRC and all others have 50.59 reviews on site to document the station's determination that prior approval was not required.

June 28, 1984 In accordance with the regulations, future updates to the FSAR will continue to be provided on an annual basis.

To the best of my knowledge and belief, the statements con-tained in the updated FSAR's are true and correct.

In some respects these statements are not based on my personal knowledge but upon information furnished by other Commonwealth Edison employees.

Such information has been reviewed in accordance with Company practice and I believe it to be reliable.

In accordance with the requirements of 10 CFR 50.7l(e), twelve (12) copies of each FSAR are provided.

One (1) signed original and forty (40) copies of this letter are provided for your use.
