This letter, with attachments, is provided in response to the requirement set forth in Reference (a) and supplemented by Reference (b) to provide by September 22, 1981,_ a report documenting the review of Commonwealth Edison Nuclear Stations (excluding Zion Station) in accordance with Sections 2.2, 2.3 and 2.4 of Enclosure 3.

Attachments 1, 2 and 3 to this letter document the results of our review for Dresden Units 1, 2 and 3, Quad Cities Units l and 2, and LaSalle County Units l and 2, respectively.

However, the Dresden Unit l review was limited to the fuel building only as previously explained in Reference (c).

The remaining applicable Dresden Unit l load handling systems will be addressed prior to startup of the unit, currently scheduled for June, 1986. to this letter discusses the modifications that will be implemented as a result

September 22, 1981 We confirm that these changes will commence as soon as possible-wi thout waiting on staff review such that the required completion date of September 22, 1983, will b~ met.

At the NRC-utility meeting held in St. Petersburg, Florida, on June 18, 1981, utilities questioned the need for, and the NRC's reasoning behind, defining a heavy load on a "plant specific basis" equivalent to a single spent fuel assembly plus its associated handling tool.

Since no further guidance was provided by the NRC, Commonwe~lth Edison chose to define a heavy load as 1800 lbs for the Dresden, Quad Cities and LaSalle studie~.

This is equivalent to the fuel assembly plus its associated handling tool at our Dresden and Quad Cities Stations.

Although the associated fuel assembly plus handling tool weight for LaSalle County Station is 1130 lbs, we

_believe the LaSalle analysis at 1800 lbs is justifiable.

Our review or the control of heavy loads at Byron and Braidwood Stations have be~n initiated and will be completed prior to fuel load.

The associated tesults will be incorporated into future amendments to the FSAR.

In resp-onse to _-the D. G. Eisenhut lette,r to O. L. Peoples dated July 31, 1980, regarding the same subject, th~ Commonwealth Edison Company provided reports documenting the results of our review of the control of heavy loads at Zion Station.

These reports were submitted by ciur letters dated November 7, 1980, January 2, 1981, and April 10, 1981.

Please be advised that the recent issues (May 15 and August 21, 1981) of the NRC "Aqua Book" do not indicate the NRC receipt of these reports nor the imposed implementation requirement dates for our Zion Station.

Our April 10, 1981, submittal was considered the final* report for Zion Station.

To the best of my knowledge and belief, the statements contained herein and in the attachments ane true and c6rrect.

In some respects these statements are not based on my personal knowledge but upon information furnished by other Commonwealth Edison employees and cons~ltahts.

Such information has been reviewed in acGordance with Company practice and I believe it to be reliable.
