The enclosed materials update information provided in Reference ( 1) regarding the public notification system to be implemented at LaSalle County Station.

The equipme~t delivery and installation schedules are provided as part of this enclosure.

Also enclosed is an updated schedule for the site evaluations and equipment installation for the public notification systems to be used at Dresden, Quad Cities and Zion Stations.

These schedules are being closely supervised and expedited to assure system operability as soon as is practicable.

In the event you have any questions relative to the LaSalle County system, or the schedule for the systems to be installed at the.other Commonwealth Edison facilities please contact this office.

Ten (10) copies of these materials are being submitted for your review.

The regional Office of Inspection and Enforcement has been notified of the content of this submittal by copy of this letter.

Proposed Prompt Notification System for the 10 Mile EPZ Around LaSalle County Station Outlined below is the proposed Prompt Notification System for the LaSalle Courity Station.

This sys~em is designed to meet the requirements as specified in NUREG 0654 Appendix 3.

A permanently installed outdoor notification ~ystem within the 0 to 5 mile radius around the station.

The 0 to 5 mile radius around the station is primarily an agricultural area with a population density well below 2000 persons per square mile.

The installed notification system will essentially cover all inhabited areas with a minimum noise level of 60 db using an attenuation factor of 10 db loss per distance doubled.

For the possibility of a dwelling not being exposed to a 60 db rn1n1mum noise level, a local coverage siren or an inhouse warning receiver will be utilized.

A permanently installed outdoor notification system covering the heavily populated areas w1th1n the 5 to 10 mile radiu~.

The area outside the five mile radius and inside the ten mile radius contains six communities with a total 1980 population of 7,612 persons.

They are:

These systems will utilize existing sirens plus additional sirens to ensure complete cover~ge with either a 60 db minimum or 10 db above daytime background.

A mobile notification system for the remainder of the area within the 5 to 10 mile radius.

The total 1980 population of the area outside the five mile radius ~nd inside the ten mile radius is 16,579.

Of this total almost half (7,612) of the population will be covered by the installed notification system mentioned in part 2 above.

The remaining population of 7,880 people live in rural residences or farm steads.

This portion of the population will be alerted by a mobile system including sirens and public address.

The Illinois Plan for Radiological Accidents presently contains this mobile system as the*

means for providing the notification throughout the 10 mile F.P.::.,.

The plan for a mobile notification system includes the use of law enforcement vehicles with siren and portable announcing system.

Contained in the GSEP of each of the two counties associated with LaSalle station, is the general guidance for early notification of the population within the county.

The routing of law enforcement vehicles through the 5 to 10 mile EPZ accomplished by the county sheriff dispatcher aided by the state police dispatcher if needed.

provides the details of the LaSalle County and Grundy County capabilities.

The purpose of the prompt notification system is to direct residents indoors.

The mobile system proposed will adequately perform this function for those personnel not already indoors.

Those personnel already inside (i.e. during foul weather, family dinner, etc.) are already in the desired location.

A second portion of the prompt notification system requires instructional messages to be given to the public.

The state procedures for providing these messages are contained in the local GSEP for LaSallle County Station. is a general discussion for Chapter 1 of the "Illinois Plan for Radiological Accidents, LaSalle Site Specific Volume", which describes the method used to provide this instructional message to the public.

This proposed system for LaSalle County Station will adequately fulfill the requirements of NUREG 0654.

Notes:

  • At 50 mph with the exception of the extreme northwestern corner of LaSalle County, vehicles can reach the 10 mile EPZ from anywhere in the county within 15 minutes.

A vehicle in the extreme northwest corner would take an additional ten minutes.

    • State police vehicles are evenly distributed throughout "Patrol Districts." Within the patrol district each vehicle has a certain size area to patrol which varies accordfng to shift capability.

      • This number of miles includes all county roads to be covered including both north/south and east/west routes~

By proper routing the entire area can be covered using either east/west or north/south routes only.

This reduces the average speed to one-half or 27 mph.

In addition after 30 minutes, 10 additional cars are available for prompt notification further reducing the average speed or the number of miles each vehicle must cover.

The ESDA PIO or the Governor's Press Office will tele-phone WCHY /WRKX and advise the News Director or General Manager that the Governor or the ESDA Director is about to recommerd_ taking protective actions.. After a code word has been given, 'the WCMY/WRiX N.e.ws Director 'or Ge~~r,al.ria~~ger will begin recording* the conversation via the established com~ercial telehpone link.

The Governor or the ESDA *Director's message will be general in nature.

More specific protective action informa-tion will be supplied via telephone to the WCMY /WRKX News Director or General Manager by a representative of each ot LaSalle and Grundy counties.

The County Board Chainnan or his designee, the county ESDA Coordinator, will serve as the county representative. A take-shelter request will instruct EPZ residents to remain

inside, check all doors and windows, turn otf all venti-lating systems, etc.

In an evacuation reques-t, the two county representatives will announce specifically what areas of the EPZ are to be evacuated and what routes should be taken out of the area.

If both of the county represt:!ntatives' messages has been received and recorded within fifteen minutes of receiv-ing and recording the Governor or ESDA Director's message, all three messages will the~ be broadcast over WCMY/WRKX in immediate sequence.

The recorded emergency information will then be relayed to nearby EBS affiliates.

Reasons for this revision are:

1.

The services of t*~yle Laboratories and ETh Engineering, Inc.

have been procurred to perform Prompt Notification System studies at Quad Cities, Zion and Dres~en Stations respectively.

Due to manpower shortages th'ese stud'ies coulq not 'be*

scheduled in accordance within the origi~al time*_frame resulting in a 60 day delay at Dresden and 90 day delays at Zion and Quad Cities.

2.

Equipment delivery time has increased from 90 days to 120 days for one of the eligible siren vendors.

It is expected that other vendors will experience a similar increase in delivery time.

3.

Additional engineering studies indicate that actual construction will take from 60 to 90 days depending on the final number of sirens to be installed.

These circumstances have delayed the operational dates for the Prompt Notification System from four to five months.

No further delays are expected and every effort will be made to complete the installations in advance of these dates.

Each system will become fully operational approximately one month from the indicated "Equipment Installed" date.

This additional time is required to electr ically "fine tune" the radio trans-mitters and receivers which constitute the actuation portion of the system.
