Dear Mr. Denton:
In accordance with the requests of References (a) and (b) and pursua~t to* 10 CFR 50.59, Commonwealth Edison Company proposes to amend Appendix A, Technical Specifications, to Operating Licenses DPR-19, DPR-25, DPR-29 and DPR-30 for Dresden Units 2 and 3 and Quad Cities Units l and 2, respectiv~ly. These proposed changes incl.ude clarifications and improvements concerning snubber surveillance requirements and add surveillance requirements for mechanical snubbers, in accordance with the guidarice provided in References (a) and (b). Due to the extended outage and delayed startup date of June, 1986 for Dresden Unit. l, no proposed Technical Specification changes are provided. Propos~d changes for Dresden l will_ be sub mi t t e d w i th other ch an g es re q u i red for st art up of the* u n i t. Although References (a) and (b) were used as guidance, differences exist between the proposed. changes and the ~tandard technical specifications which were provided. The major difference concerns functional test requirements for mechanical snubbers. Since, to our knowledge, no equipment is commercially available to perform some of the indicated tests, these tests have not been included in ou~ proposed specifications. In addition, the suggest~d technical specifications had to be reformatted to be compatible with the existing formats. Finally, suggested requirements of References (a) and (b) which we believe are already provided by administrative

We believe this is consisten.t with the current NRC s posture of eliminating requirements from the Technical I* Spec i f i c at i on s w h i c h are not of a d i rec t s a f et y c o n c e r n

2 - Since the proposed changes provide additional snubber su~veillance testing requirements, they are more conservative than the existing Technical Specification requirements. Therefore, the proposed changes are believed to have no detrimental effect on the health and safety of the public. The proposed changes are provided in Attachments 1, 2, 3, and 4 for Dresden 2, Dresden 3, Quad Cities l, and Quad Cities~. respectively. These changes have received On-Site and Off-Site review and approval. Pursuant to 10 CFR 170, Commonwealth Edi~on Company has reviewed the proposed changes and determined them to be two (2) Class III and two (2) Class I amendments. As such, a fee remittance in the amount of $8,800.00 has been provided.
