DRESDEN 2 HIGH DENSITY FUEL STORAGE, APPLICABILITY OF UNRESOLVED SAFETY ISSUES

REFERENCE:

ASLB MEMORANDUM AND ORDER DATED JANUARY 27, 1981 In the referenced ASLB Memorandum and Order, the Board requested, among other things, a response regarding the safety relevance, if any, of the various generic unresolved safety issues (USI) under continuing study to the proposed spent fuel pool modification.

Paul O'Connor specifically requested the Generic Issues Branch to address the question of applica-bility of the Unresolved Safety Issues to the Dresden spent fuel pool modification.

In my view, the Board's Memorandum and Order asks us to:

l. Select those USis that are applicable, if any.
2.

Discuss the implications of the USis selected with respect to the fuel pool expansion at Dresden.

In my view, the following USis are applicable and should be addressed:

A-36 Control of Heavy Loads Near Spent Fuel A.:.40 Seismic Design Criteria - Short Term Program For A-36, a final resolution has been published in NUREG-0612, "Control of Heavy Loads at Nuclear Power Plants", July 1980. A discussion should be provided to show how the final resolution has or will be taken into account in the Dresden fuel pool expansion.

Some of this discussion may refer to materials already in the SER.

A letter was sent to Dresden 2 and 3 on December 22, 1980 asking them how they plan to implement the findings of NUREG-0612.

The utility may have done some thinking,about any implications with respect to the fuel pool ex pans ion.

Dennis February 26, 1981 For A-40 a short discussion should be provided regarding the seismic design of structures and equipment provided_ for the fuel pool expansion. This probably could mostly be done by reference to such discussions in the SER.

If the seismic review was performed with existing requirements in the SRP, Reg. Guides, and Regulations, it should be conservative with respect to criteria being developed under A-40.

In the absence of any specifics, I don't believe that A-17, Systems Interaction, is applicable.

We haven't identified any significant systems interactions associated with the fuel pool.

We also haven't identified ~ny deficiencies associated with application of the single failure criterion to the fuel pool or its associated systems.
