Date: January 28, 1981 P_!tELHIINARY NOTIFICATION OF SAFEGUARDS EVENT--PNS-III-8.J. - 2a Th{s preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

Facilities:

Commonwealth Edison Company Dresden, Units 1, 2, and 3 (DNs 50-10; 50-237; 50-249)

Zion, Units 1.and 2, (DNs 50-295; 50-304)

Subject:

POSSIBLE GUARD STRIKE The Region III (Chicago) Safeguards Branch was notified at 10: 00 p.m. (CST).on January 27, 1981 by the licensee's Corporate Security Director that Local 73 of the Guard Service Employees Union and Bu-rns International Security Services (BISSI),

who provides guards under contract to both facilities, had reached an agreement.

The anticipated strike by guards will not occur.

No further voting on the agreement is necessary.

Press coverage of these facfs has been on-going.

Neither Region IIi nor the licensee intends to make a press release; although press inquiries will be addressed.

NRC Headquarters Duty Officer was notified by Region III at 11:15 p.m. (EST) on ~anuary 27, 1981.
