DRESDEN INSPECTION REPORT 50-237/99011(DRP); 50-249/99011(DRP).

Dear Mr. Kingsley:

From May 22 to June 24, 1999, the NRC performed an inspection at your Dresden Nuclear

Power Station. The enclosed report presents the results of this inspection. The inspectors

identified no cited violations during this inspection period.

During the inspection period, the overall conduct of activiti_es at the Dresden station was

characterized by a safety-conscious approach. Operations, maintenance, engineering, and

plant support activities were generally acceptable.

Continuing a theme from previous inspection reports, the material condition of both units, even

though much improved, continued to affect smooth operations throughout the period. Most

significantly,* the control room ceiling was not watertight. Water from a leak in heating coils for

the turbine building ventilation system leaked into the control room, and onto the front control

panel. The water damaged some nonsafety-related chart recorders and nonsafety-related

digital indications. Also, one of the Unit 3 emergency diesel generator's heat exchangers

developed a leak. The diesel had to be inoperable to perform the repair. During the repair, the

replacement heat exchanger was found cracked after installation.

The inspectors reviewed fourteen older licensee event reports during this inspection period.

Based on the results of these reviews, the' NRC has determined that six violations of NRC

requirements occurred. All six of these violations are being treated as Non-Cited Violations,

consistent with Appendix C of the Enforcement Policy. These Non-Cited Violations are

.

described in the subject inspection report. However, these Non-Cited Violations are not

described in the Executive Summary and will not be entered into the .Plant Issues Matrix

because they are greater than two years old. If you contest the violation or severity level of

these Non-Cited Violations, you should provide a response within 30 days of the date of this

inspection report, with the basis for your denial, to the Nuclear Regulatory Commission,
