DRESDEN INSPECTION REPORT 50-237/9B030(DRP);.:50-249/98030(DRP)
Dear Mr. Kingsley:
On November 25, 1998, through January 9, 1999, the NRC performed an inspection at your
Dresden Nuclear Power Station. The enclosed report presents the results of this inspection_
During the inspection period, a safety-conscious approach characterized the overall conduct of .
activities at the Dresden $tation. However, we are concerned with an emerging negative trend
with respect to Technical Specification and Dresden Administrative Technical Requirement
related issues. The station's corrective actions taken to address a prior concern with respect to
licensed operator recognition of Technical Specification entry conditions appear to have been
effective in addressing that concern. However, four instances were identified during this period
where the time limits were no_t met for Technical Specification and Dresden Administrative
Technical Requirement limiting conditions for operation. Station personnel either did not
understand the impact of their activities on those requirements, or did not realize conditions had
changed, which warranted an entry into limiting condition for operation action statements.
While none of the occurrences held significant safety consequences, we encourage you to
actively pursue resolution to the events, and their causes, to ensure that the trend does not
continue.

Non-licensed operators performed well during this period in pro-actively identifying equipment
deficiencies in the field prior to their worsening and more severely impacting plant operations.
Examples included timely identification of material condition concerns with the electro-hydraulic
control system, the off gas system, the instrument air system, and the emergency diesel
generator system. However, these equipment deficiencies demonstrated that material
condition concerns still exist and that challenges to smooth operation remain at the station_
