NRC INSPECTION REPORTS 50-237/98022(DRS); 50-249/98022(DRS) AND
Dear Mr. Kingsley:
On August 28, 1998, the NRC completed an inspection at your Dresden Generati.ng Station,
Units 2 and 3. The enclosed report summarizes the results of this inspection.
The purpose of the inspection was to review corrective actions for previously identified issues.
The inspector concluded that your staff was effective in implementing corrective actions to
notices of Violation; unresolved items and inspection followup items: In addition, the
engineering staff was knowledgeable, involved in the corrective action process and effective in
the resolution of technical issues. *
Based on the results of this inspection, your activities associated with the control of draining
1and sampling the reactor building fire suppression system during testing appeared to be in
violation of NRC requirements as specified in the enclosed Notice of Violation (Notice). The
circumstances surrounding the violation are described in detail in the subject inspection report.
The violation is of concern because management's interpretation and direction for the sampling
method did not agree with the staff's interpretation, which demonstrated weaknesses in
communication of management expectations and procedure adherence related to Dresden
Administrative Procedure 7-52, "Control of Equipment Draining,* Revision 0.
The NRC has concluded that information regarding the reason for the violation, the corrective

actions taken and planned to correct the violation and prevent recurrence, are already*

adequately addressed in the subject inspection report. Therefore, you are not required to
respond to the violation unless the description therein does not accurately reflect your
corrective actions or your position. In that case, or if you choose to provide additional
information, you should follow the instructions specified in the enclosed Notice.
