DRESDEN INSPECTION REPORT 50-237/98024(DRP); 50-249/98024(DRP)

Dear Mr. Kingsley:

On August 25 through October 6, 1998, the NRC performed an inspection at your Dresden *

Nuclear Power Station. The enclosed report presents the results ofthis inspection.

During the inspection period, a safety-consciol!S approach characterized the overall conduct of

activities at the Dresden station. No cited violations of NRC requirements were identified.

Howev~r. sever.al issues demonstrated that challenges to smooth operation remained at the

station. For example, problems with the reactor recirculation system resulted in power

reductions and significant work on the reactor recirculation control system. Failures in the rod

block monitor systems for both units prevented withdrawal of control rods. The inspectors

identified an inoperable control rod and the Dresden staff identified that the reactor building -

. suppression chamber vacuum breakers had not been proven operable.

Early in the inspection period, we noted several concerns with non-licensed operator

performance involving manipulation of the wrong component and incorrect valve positions.

These items were of concern to us because of previous operator errors in failing to recognize *

entries into Technical Specification limiting conditions for operation. Your initial corrective

actions appear to have been effective at stopping this emergent trend. Also, we noted that

during this inspection period, no instances occurred where licensed reactor operators failed to

recognize conditions that required entry into Technical Specification limiting conditions for

operation. While your actions to stop and reverse this trend appeared to have been initially

effective, we encourage you to ensure that the positive results obtained to date continue for the

long term.

While the performance of the operations department improved, the performance of the

electrical maintenance department declined. Your staff identified multiple instances of

fundamental errors committed by electrical maintenance staff. We understand you are in the

process of implementing corrective actions in this area and we would intend to monitor these

actions in future inspection periods .
