Dear Mr. Kingsley:
On July 7, 1998, representatives of the Commonwealth Edison. Company (Com Ed) met with.
NRC personnel in the Region Ill office located in Lisle, Illinois, to discuss an apparent violation at the Dresden Nuclear Station identified in letters to ComEd dated June 9, and July 1, 1998.
The letters described an apparent violation, with two examples, of compromising the integrity of an NRC operator licensing examination. The meeting was held at the request of Region Ill.
The ComEd representatives presented a summary of the causes for the apparent violation and the corrective actions. The ComEd staff discussed the circumstances leading up to the identification of the compromised material, the examination security program in effect at the time of the compromise, changes made to examination security processes at all ComEd sites following this event, and an improved candidate selection and screening process..
While the ComEd staff agreed that a violation did occur, they also commented that the simulator alarm printout obtained by a candidate would not be a useful document to determine examination content. The NRC staff disagreed with this position. The NRC staff believes, that with study, the simulator alarm printout could be used to obtain useful information about the content of the examination. This will be discussed in subsequent correspondence.
