STATUS MEETING ON THE PERFORMANCE OF COMMONWEALTH EDISON COMPANY'S NUCLEAR OPERATIONS DIVISION
Dear Mr. Kingsley:
This refers to the meeting conducted at the NRC Region Ill office in Lisle, Illinois, on October 24, 1997. The purpose of this meeting was to discuss Commonwealth Edison Company (ComEd) Nuclear Operations Division's (NOD) performance *as it relates to actions ComEd has taken in response to the NRC's January 27, 1997, 10 CFR 50.54(f) letter regarding safety performance at ComEd's nuclear facilities. Attendees at the meeting are listed in Enclosure 1. is a copy of ComEd's presentation materials.
The ComEd presentation included a discussion of the performance of each ComEd boiling water reactor,.the performance of each ComEd pressurized water reactor, overall nuclear generation performance, NOD common cause analysis/root cause analysis status, the goal and definition for Performance Indicator C.2, "Out-of-Service Errors," and the consistency of application of Performance Indicator C.6, *unplanned Entries into Limiting Conditions for Operation."
In summary, your staff concluded that overall performance at the Byron and Braidwood stations remains strong, performance improvement has continued at the Dresden station, performance
. has leveled off at the Quad Cities station, and the LaSalle and Zion stations are undergoing recovery.
We discussed the results of two of our inspections at the Braidwood and Zion stations to verify the status of commitments made in the ComEd response to the 10 CFR 50.54(f) letter. While progress on the commitments was easily verified at Braidwood, we experienced difficulty verifying the status of the commitments at Zion. Many of the personnel at Zion *seemed generally unaware of the commitments. Your staff acknowledged our concern and will ensure that an auditable tracking system for the commitments is in place, and ensure that ComEd personnel at the six facilities are aware of the commitments and the cognizant onsite commitment coordinator.
