STATUS MEETING ON THE PERFORMANCE OF COMMONWEALTH EDISON COMPANY'S NUCLEAR OPERATIONS DIVISION
Dear Mr. Manning:
This refers to the meeting conducted at the NRC Region Ill office in Usie, Illinois, on October 9, 1997. The purpose of this meeting was to discuss Commonwealth Edison Company's (ComEd) Nuclear Operations Division's (NOD) performar:ace as H relates to actions ComEd has taken in response to the NRC's January 27, 1997, 10 CFR 50.54(t) letter regarding safety performance at ComEd's nuclear facilities. Attendees at the meeting are listed in. Enclosure 2 is a copy of your presentation handout Your presentation included a discussion of your NOD performance monttoring effort, yQUr performance results based on industry indicators and NOD indicators, a summary of performance results of the pressurized water reactor (PWR) sites and overall PWR performance, and a summary of performance results of the boiling water reactor (BWR) sites and overall BWR performance. Of the 341 total action items from the 10 CFR 50.54(t) letter, 1 n items have been closed.
In summary, you concluded that overall performance at the Byron and Braidwood stations continues to be good, performance improvement has continued at Dresden and Quad Cities, and LaSalle and Zion are undergoing recovery. However, as discussed with you at the meeting, we have some concerns with performance in selected areas such as engineering and surveillance testing at Quad Cities.
During our discussions, you indicated that you would be submitting a letter to the NRC documenting your current assessment of ComEd's NOD performance. We suggested that in view of the significant Com Ed organizational changes made since March 1997, you should determine if a revised Com Ed response to the 1 O CFR 50.54(t) letter is necessary. We also suggested that you review the goal and definition for Performance Indicator C.2, "Out-of-Service Errors," and review the consistency of application of Performance Indicator C.6, *unplanned Entries into Limiting Conditions for Operation."
