Commonwealth Edison Company Dresden Station NOTICE OF VIOLATION Docket Nos.
50-237: 50-249
- License Nos. DPR-19: DPR-25 EA 96-532 During an NRC inspection conducted from October 21 through December 6. 1996. a violation of NRC requirements was identified.
In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions." NUREG-1600.
the violation is listed below:
10 CFR 50. Appendix B. Criterion XI. "Test tontrol." states that a test program shall be established to assure that all testing required to _
demonstrate that structures. systems. and componerits will perform*
satisfactorily in service is identified and performed in accordance with writte~ test procedures which incorporate th~ requirements and acceptance limits contained in applicable design documents:

states. in.part. that potential adverse interactions between the cpntrol
- room emergency zone and aqjacent. zones that may allow transfer of toxic or radioactive *gases into the control room ara minimized by maintaining the control room at a positive pressure of 1/8-inch water-gauge *during emergency pressurized modes. with respect to adjacent areas.
Contrary to the above. the. licensee* discovered that the original. des.ign modification test and ~uosequent survei 11 ance tests of the contr*o l, roqm Heating. Ventilation. and Air Conditioning system failed to ensure that the requirements and acceptance limits ~pecified in the UFSAR: an applicable design document~ section 6.4.2.4 were met, Specifically. the licensee discovered that on September 26. 1996: the control room.
- ventilation system ~as not able to maintain the control *room at 1/8-inch:
water-gauge positive pressure with respect to adjacent areas during emergency pressurized ~ode~ (01013).
This is~ Severity Level III Violation (Supplement I).
The NRC has concluded.that information regarding th~ reason for the violation.
the corrective actions taken and planned to correct the violation and_prevent
- recurrence and the date when. full compliance was achieved.is already adetjuately addressed on the docket in LER 96-017. as supplemented. and the information you provided at the predecisional enforcement conference which is attached to our letter to you dated March 26. 1997,.
