NRC MOTOR-OPERATED VALVE (MOV) CLOSE-OUT INSPECTION REPORT

50-237/9601 S(DRS); 50-249/9601 S(DRS)

Dear Mr. Perry:

On.December 20, t996, the NRC completed a motor-operated valve (MOV) close-out

inspection at your Dresden Nuclear Power Station facilities. The purpose of-the.inspection

effort was to*determine whether activities associated with Generic Letter 89-10,

nsafety-Related Motor-Operated Valve Testing and Surveillance,* were sufficiently .

complete to close-out the NRC's review of your motor-operated valve program .. The

enclosed report presents the results of that inspection.

Areas examined during the inspection are identified iri the report. Within ttie~e areas, the ,.

inspection .consisted of a selective examination of procedures and representative record_s,

interviews with personnel, and observation of activities in progress. At the conclusion of

the inspection, the findings were discussed with those members of your staff identified in

the enclosed report.

Based on the results of the close-out inspection of Generic Letter 89-10, we have

determined that your motor-operated valve program and implementation at Dresden are

acceptable, and meet the intent of Generic Letter 89-10. Program documentation and test

data provided an adequate basis to conclude that all Generic Letter 89-10 program motor-

operated valves would perform the intended safety functions under design-basis

conditions. Accordingly, we are closing the NRC review of your program ..

In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this let:ter

and its enclosures will be placed in the NRC Public Document Room.
